
The Division heads then appoint the Chiefs of every precinct for every district of the city of Tokyo. These appointed commanding officers, including the TMPD's chief commander, the Superintendent General, and his second-in-command, the Deputy Commissioner, then proceed to appoint the heads of the different Divisions of the TMPD. Very much like most western police departments, the TMPD is a highly hierarchical organization whose upper leadership is appointed by the elected politicians who form the Tokyo Public Safety Commission. Initially functioning in manner similar to feudal patrol groups from the Edo period, the TMPD experienced a process of westernization that made it become more akin to American police departments after World War II.

Originally established in 1874, the Tokyo Metro Police has experienced drastic changes in structure and functioning throughout its history.
